Moving Towards Economic Powerhouse...

FELDA has started to use GPS (Global Positioning System) beginning July 2013.  It is a system which is based navigation equipment and satellite to identify the position of the GPS Project implementation is used by estates workers to identify their position during working hours.  Besides, the system allow an organization to precisely locate a specific foreign labour movement by a single tracking by a single click on the system and it will provide the organization with a real-time monitoring including backup data for reporting purposes if in remote cases further investigation of a certain labour is required.

GPS has incorporated Global Telecom Holding (GTH) Mobile in ensuring operation effectivesness.  It is a device used to detect human movements.  This small device does not require an installation application and can be easily carried in a pocket or pouch.  There are three types of GTH; GTH1, GTH2 and GTH3.  These three devices are furnished with some special features such as real-time tracker, SOS button for emergency cases, pre-determined number that can be traced in the tracker, intervals setups, user-friendly application with mapping preference, battery operated with LED indicator and sleep mode.

Advantages of the system

First of all, the system enable the organization to capture the labours' attendance.  This system allows the scheme managers to monitor the labour to work within the working hours permitted and between the boundaries which they have been limited to.  OnCore Mobile will be given to each labour which has been assigned to a designated working area.
Secondly, the system enable the organization to monitor the labour entrance and exits using geo-fencing.  This system registers their time in and time out from the work area during at certain period of time.  The movements of the labours are being monitor closely in order to avoid any accusations from local communities and further legal matters.
Finally, the system enable the organization to register the labour work area.  The system can ensure that labours are in the proper place during working hours.  If they labours perform certain level of breach, in terms of the hours they work or they try to cross over on the areas are not allowed to, the organization is empower to quickly detect their movement and control them.  The productivity of a worker can also be monitored through analysis of the work in an area.

Ease My Mind...

FELDA Education Department has initiatied its Student Affairs Unit in February 2016.  I was thrilled to be chosen to join this unit.  We are entrusted to help our students, in terms of their academic performance and character building.  This entails our students from primary, secondary and even the higher education level.  After a session of soul searching, I found that we need to take a vacation once in every three (3) months.  This will help us to rejuvenate our mind and body so, when we assist our students, our judgements will not be clustered.

So, one day I was browsing through the internet and found this mind-blowing website, Sistem Bersepadu Bahagian Pengurusan Hartanah.  Here a listed all the accomodation facilities located throughout Malaysia, Singapore and London offer to all civil servants at strategic tourists attraction places.  What I cannot even believe more is the more than reasonable prices being offered.  Turst me, it is all worth it...

Fisrt of all, we need to register into the system in order to create a user account.  A confirmation letter of employement is needed in order to verify we are civil servants.  Then, we will be given a temperory password in order to access the system.  Now, we can start to do our bookings.  These places only open their booking three (3) months ahead in order to maintain the fairness and integrity to all applicants.  After the booking confirmation, we are required to make a downpayment within seven (7) working days in order to secure the booking.  Then, two (2) weeks before arrival date, we need to clear any ooutstanding blance to ensure the room is reserved.  Next, we need to present out staff ID card upon checking in at the counter.  Finally, we can enjoy our stay...

To Be or Not To Be...

Biofeedback is the process of gaining greater awareness of many physiological functions primarily using instruments that provide information on the activity of those same systems, with a goal of being able to manipulate them at will.  Some of the processes that can be controlled include brainwaves, muscle tone, skin conductance, heart rate and pain perception.

Disciplinary problems among secondary school students are reported getting serious by the year.  Kementerian Pendidikan Malaysia (KPM), through the implementation of E-Disiplin System is able to recognize the students who have been discovered involved in disciplinary actions such as drugs, absenteeism or vandalism.  Through this biofeedback techniques, intervention programs can be implemented more effectively for students and teachers will be able to function effectively with these students.  The goal is to ensure the students recovery status and ways to help them make the changes.  This Biofeedback Programme is being developed by the Universiti Malaysia Pahang (UMP).  This programme has been developed from the West, back in 1950’s and UMP has been redeveloped the programme in order to better suit to our culture, language, location and approach.

So, FELDA, with KPM’s collaboration, has identified and has initiated this Biofeedback Pilot Project in five (5) schools have the highest rating of disciplinary cases in the schemes in Year 2014. This device enable the counselors to detect students’ irregular heart wave which can be a good indicator of their health condition, focus energy, drug substance existence, or their tendency and adaptability to be able to control their aggressive behaviours.  From these results, the counselors would have a clearer picture on how to approach and offer best solution and monitoring method that applies to a specific student.

We are very pleased to find out that some profound results are obtained through the Biofeedback Programme Implementation at these selected schools. Some of them are such :

• Students are able to reduce the misconduct cases in schools (reduced from 50% - 30%);
• Students are able to make behavioral changes from negative to positive (Fewer complaints from teachers about students from 10 complaints - 7 complaints /
teacher misconduct of students involved);
• Students are able to use biofeedback devices to help the recovery process behavior (HRV - heart rate variability
coherent working level of 20% - 60%);
• Students are able to improve academic achievement through several sessions (increase in academic achievement test of 30% - 50%);
• Teachers are able to use biofeedback equipment in counseling and behavioral therapy (80% of teachers involved attempts to create a session and adept at
using tools); and
• Schools biofeedback equipment supplied for use in the process of counseling (100% school can tool).

Because of the results look very promising, FELDA has decided to expand the implementation this year to another
30 selected schools.  This programme has just started in May 2016.

Software kit includes a cd to install the programme and a earphone to be be worn by student to detect the heart wave.

Above & Beyond...

Malaysian Government has circulated Pekeliling Kemajuan Pentadbiran Awam Bilangan 1 Tahun 2005 : Panduan Bagi Mewujudkan Pejabat Perkhidmatan Pelanggan Di Agensi Kerajaan and Pekeliling Kemajuan Pentadbiran Awam Bilangan 1 Tahun 2009: Penambahbaikan Proses Pengurusan Aduan Awam in order to align and documented all the feedback given to improve and improvise the government-linked company (GLC) services provided to the public.  In this particular situation, FELDA has taken this initiative into account and the management has decided to develop a system to capture our customers' feedback.

So, FELDA 1 Contact Center (F1CC) has been developed since Year 2014 and effectively utilized in June 2015.  This system enable FELDA to monitor, manage and co-ordinate feedback received through newspapers, letters, secure web, individuals who present themselves or complaints received by 1 Malaysia One Call Centre (1MOCC) and Public Complaints Bureau (Biro Pengaduan Awam) to ensure that the complaints can be act upon more effective and efficient.

Firstly, customers need to access for the website, https://f1cc.felda.net.my/login.

Then, the customers need to register all their details and submit the query, either on obtaining information or services offered, for responses purposes.

Finally, the customers will get a response through email, phone calls or re-access the logged in entry from the initial submission, accordingly.  The time span for the response will be revert is based on the urgency issues that will need to be act upon immediately or need to be prolong due to further investigation.  The time estimation for the response will be notify to the customers will be informed when the submission of query completed in the system.

Advantages
1.    The implementation of the F1CC gives the customers a quick and easy platform to resolve any queries they have pertaining to any services available or any concerns they have behind the rationalization of certain action being performed.  This would be the most appropriate channel to voice out any difficulties they are facing since our stakeholders are scattered in 317 schemes in Malaysia.

2.     Besides, FELDA has always been there to serve our stakeholders.  So, this by having a 24-7 access to F1CC system makes them feel connected and gives them a sense of closure that they have a transparent feedback for any queries made.  This claim make it even stronger because it promotes a sense of empowerment and sense of belonging to part of FELDA’s culture because their contributing ideas or constructive feedbacks will be used to improve better service quality.

3.    Finally, the F1CC existence gives the stakeholders an assurance that all the contributing ideas

      or constructive feedbacks are taken seriously and will be treated with integrity.
